Advanced Ping 1.3 Reporting Incorrect Loss Percentages

All -

First post. Have been a Cacti user for many years. Searched for this issue a bit, found some information but still having problems.

My issue is that Advanced Ping 1.3 reports loss when there should not be any loss. It almost always seems to in the 3%-5% range.

This is issue started immediately after migrating Cacti 0.8.8f from a Windows Server 2003 physical server, to a Windows Server 2012 R2 virtual machine hosted on ESXi 5.5. Prior to that, Advanced Ping always correctly reported loss. It was so accurate that I setup thresholds to alert based on loss. Now i'm being alerted about 5% loss to the switch that the ESXi host is directly connected to!! It's simply impossible that this is the case.

For what it's worth, every other function of Advanced Ping works correctly. And, all other graphs for all my devices report flawlessly.

I am running Cacti 0.8.8f in IIS 8.5

Other versions of required software for Cacti are at:
PHP 5.5 NTS x64
RRDTool 1.2.30
Net-SNMP 5.5.0-2 x64

Advanced Ping is set for ICMP and a count of 20.

I have gone as far as remove all Advanced Ping 1.3 graphs, delete associated data sources and remove Advanced Ping template and re-install.

If I log into the Server 2012 web server and run ss_ping.php from the command line it will show me loss to pretty much any host I ping. I can run "ping" side by side with it to the same hosts and see perfect replies and never hitch.

What gives here? I am at a dead end now.
