new cacti setup, can't logon

I get to the logon page and I'm typing the default username and password admin/admin
the cacti log shows
08/05/2015 01:58:35 PM - AUTH LOGIN: User 'admin' Authenticated
but I never get in to finish the setup it just boots me back to the logon page

I manually installed it on a windows 7 32bit box

Hopefully this is just a test install... 32bit, bad idea. Win7, bad idea instead of Server 2012 or 2008R2.

any errors in cacti.log?
php error log?

once I looked in the log I found the issue

Which log did you look into and what did you find to fix this problem? I'm having the same problem with a new install on my Windows Server 2012 R2 platform.
