Refresh interfaces Time out

I am using the CACTI to get all interfaces on a router with more than 100 intrfaces.
the result is always 6 to 7 interfaces short.
If I do a command line snmpwalk, it is complete.
I tried to do a refresh, but after some time it gives me page could not be displayed.
I increased the max_execution time in the php.ini file from 30 to a large number, but no luck.
could it be a time out related to apache, or what?
