Ok,

When you attempted to upgrade, what step in the process did it fail, and more importantly what was the error message?

It failed at the web part.
I open the browser to http://blalbla, choose NEXT -> choose Upgrade from cacti 0.8.x -> NEXT and then I get the following error:

Error

Invalid Cacti version new_install, cannot upgrade to 0.8.6c

Yes, the problem was caused because I had configured the wrong database.
So I changed the db setting in config.php and everything went well
