i have a newly installed Cacti
cacti 8.8.b
CentOS 6.5
Spine Poller
cannot detect any device and ICMP and Ping error
this was the result in cacti log file

check your permissions on "lib/ping.php", "scripts/ss_fping.php" and "scripts/ping.pl" (all within your cacti dir).

Change all your permissions to 755 (rwxr-xr-x) and see what happens. I'm not an expert, but as far as I know, some operations are done by your cacti user, some others by apache and, in my case, even root. You can also try 777, but if that works make your way back to the permissions you need (as a good practice).
EDIT: actually set, recursively, a 755 permission to your entire cacti folder
That should ensure that you have no permissions issues anymore.

Thanks sir enjanced! Seems that my ICMP error was gone..the problem now is the SNMP error in top of the device that i created

So that is not a Cacti error, but rather a device problem. Make sure that you have it properly configured. Check version and community (or usr+pass if v3), also make sure that this is not a firewall issue (in my case, cacti is in a DMZ). Make snmpwalk work, and THEN move to cacti.
Also, make sure to google your issues first. I'm happy to help, but note that your issue is very common and there are threads where this has already been discussed.
