Cacti web page blank [Windows 2012 - IIS 8]

I have followed all instruction on cacti documentation on installing under windows, but when I try to access http://localhost/cacti it gave me a blank white page.
Tried google that, but can't find the solution. Please help where I should start troubleshooting?

Windows server 2012 R2 - fresh install
IIS 8 - fresh install
cacti 0.8.8c

already installed:
MySQL 5.6.24
PHP 5.5.24 VC11 NTS - because it was said on the installation guide that php 5.6 has issue with cacti 0.8.8

also have installed:
rrdtool 1.2.15 with cygwin 1.5.20 included in the folder
NetSNMP 5.7.3
but I think this problem is not related to both them, more likely to PHP/MySQL

already created cacti database, following the steps from cacti documentation,
been re-install everything from fresh 3 times but keep getting blank white page

Please advice

well, nevermind..

tried using the all-in-one installer from here http://forums.cacti.net/viewtopic.php?t=14946
and works perfectly

PS: the all-in-one installer failed to install mysql so i have to install it separately

Happens because MySQL uninstaller doesnt completely remove itself

otherwise glad to hear the installer worked.
