I decided to give a try to the cactid poller.
Using cmd.php everything is fine no error in snmp and script poller.

At first glance, the error message do not appear to be a problem. I could be that you do not have Cygwin installed. You should install Cygwin version 1.5.12 if you haven't already.
If this is not the case, let me know.

Is an error with one of your scripts. You should run 1 pass in debug and find which script is causing it.ERROR: Not enough arguments
You appear to be having a problem handling Net-SNMP errors including a MIB file. Does that file exist in your MIB's file location?No log handling enabled - turning on stderr logging

NET-SNMP-AGENT-MIB: Module not found
