Graph Access Denied

I have Cacti running on Windows Server 2012 and the setup of everything seems fine but I can't access any graphs. When I check the associated graph templates for the device the status says "Is Being Graphed" and the associated data queries are successful. But when I go to the graph management screen and turn on debug mode I get a broken image link and the following error messages:
RRDTool Command:
GRAPH ACCESS DENIED
RRDTool Says:
GRAPH ACCESS DENIED

I checked all of my permissions and I should be able to access everything. The Cacti Log File is completely empty. Any suggestions on where the problem might be? I'm completely new to this and I've searched and tried everything I can think of with no luck so any help would be greatly appreciated.

Ask the cacti admin to validate you should have access to the graph tree/device in User management.

I do have access to the graph tree/device in user management. I've also found a few more issues that I'm sure are related. The localhost shows up but the status is "unknown". There are also no RRD files in C:\inetpub\wwwroot\rra and C:\PHP\Extras\mibs does not exist.

I've gone back over the install instructions and everything looks like it was done and I've also made sure that the permission settings were ok in IIS. Is there anything else I should be checking?

In user management for the account, are ANY graphs/templates/etc denied access? Default allow vs deny mode been changed?

I didn't do the initial installation myself but I'm using that manual to troubleshoot. I found that we are using PHP 5.6.6. Is it possible that is contributing to the issues and needs to be rolled back to 5.5?

Access isn't denied for anything and the default is set to allow.

I changed the poller log level to debug yesterday and I just started getting errors.

Thanks. I was able to resolve all of the errors by following your [HOWTO] Debug Windows NTFS permission problems and the rrd files are now being created. I'm still not getting graphs though. In graph debug mode there are no issues but I'm seeing "WARNING: SNMP Get Timeout for Host:" in the Cacti log files. I've tried upping SNMP timeout all the way up to 15 seconds with the same results.

Any linux / net-snmp / ucd-snmp templates will not function against a Windows device. Remove them and try adding the other snmp data query templates.
