I have installed cacti on redhat machine and i configures spine as poller.
by default localhost was there on devices list. if i click on localhost, the graph image is there but no plots on that.
as i am very new to this, i don't know how to troubleshot this
please hlep me to fix this issue.

Very difficult to troubleshooting for you.
I thinks have some problem show your cacti cannot create rrd file.
Please show detail everything.
1. Show: ls -l for cacti directory, rra and log directoy in .../cacti
2. tail -30 cacti.log file in .../cacti/log
3. In tab console --> setting --> show some thing:
- paths (Cacti Settings (Paths): Please sure everything is OK (Green, if some thing RED --> Capture and show here.)
- Poller: In Poller Type: cmd.php or spine...

there is user created called " cacti " and this user has the r/w access to cacti database
cacti498:498::/usr/share/cacti:/sbin/nologin
and here is the crontab:

*/5 * * * * cacti php /var/www/html/cacti/poller.php > /dev/null 2>&1
