I would suggest filling a bug against the debian package, but I vaguely remember of the debian package using some wrappers here and there for php scripts in cact.
Actually, I did use the debian package, and it worked fine for me. I dind't remember having anything to do manually to get it to work (and especially no php call), as everything is taken into account by the package. The only drawback to using the debian package is that the version is a bit old, and the package has been orphaned by its maintainer due to lack of time. Someone is working on packaging the last version and taking the package over, but it happened only a few days ago, he will probably need a bit more time to do it.
Using the source is pretty straighforward, you could even tweak the config files to use the debian configuration and paths (I did that, and it works well so far).
