Hello,
Currently I use cacti to monitor many internet circuits' bandwidth. I would like to be able to ping continuously to monitor up/down status. However, I've seen some ping plugins and it looks like they all ping based on the polling rate I already have set up for bandwidth, which is 5 minutes. Is there a way to get ping times faster than that? Perhaps every 5 seconds?

You can change the poller down to 10 seconds, and then create new RRAs, new Data Templates, etc... for that interval, but you are really opening Pandora's box going down that low. If you need to ping monitor something that frequently for extremely long periods of time, it may be more prudent to try to find what the issue is and try and get it fixed.

Re: continuous ping with higher rate than polling
I'm sorry. I mean that the pings would need polling independently of bandwidth. I would like the bandwidth polling to stay at 5 minutes, and pings to be faster. Pings aren't so much of a resource hog, but bandwidth monitoring sure is. Also, the purpose of having regular pings with short intervals is to be able to prove to comcast and verizon that the problem is on their end, because they never want to believe that, especially when there are intermittent issues. If a circuit is down hard, it's easy. For intermittent issues, it's really good to be able to have that data. Also, if a customer complains about voip quality at a specific time of day and I see that their circuit wasn't pingable for a short amount of time during that period, that would really help lower the turnaround time for the voip troubleshooting.
