I'm working on a new addon for Cacti which will allow administrator to have remote pollers in sites with limited, unstable or no network connection at all to the master site.
The agent is going to have these features:
- No polling required from the master server ( though possible )
- Distributed/Decentralized polling
- Re-use of cacti internal functions
- Remote poller still collects data even if no connection to Master servers exists. Data will be transferred at a later time.
- All plugins work as designed on the master AND slave systems (thold, Reportit, CereusReporting .... )
- Different polling times possible ( Master: 5 minutes, Slave 1: 1 minute, Slave 2: 5 minute, RRD file update on master: Every 30 minutes )
- Data consistency/safety done using SQL methods/functions
- Secure transfer possible using stunnel

Current Disadvantages addressed at later stage:
- No HA
- No Boost support ( which will be unnecessary anyway ... )
So what's the difference to the Multipoller plugin ?
- You can get commercial support
- There is no share(NSF/SAMBA...) or permanent SQL connection required.
- Data can be collected on a remote poller and transferred/retrieved at a defined time ( e.g. On-Site Cacti agent at customer, data transfer for RRD file update once daily for reporting, Thold still sending emails during polling cycle )

A stat from a pretty low-end system ( VMware Instance, 4CPUs, 6GB RAM, no SSDs, no Raid 10, „only“ 10k disks, ) being updated from a poller not reachable for the last 15 hours:

Public Beta is supposed to be released this weekend. Still a bug to be hunted down. Full customer on-site testing is going to happen beginning of next year ( global network, 1 minute polling, 3 distributed "virtual" pollers, 1 single physical management server ).
