I 8.6ei cacti version installed on windows server 2003 microsoft.

I need the download link and how step by step.

No. Its not hard to learn to extract and copy/paste files, its something every admin should know how to do. Just follow the directions I posted. If you need something to extract tar.gz files, grab 7Zip, it can do it.
