using cmd.php as I could not resolve the "old_passwords issue by any of the means provided on the board. (all very helpfull).
So I backed out to cmd.php
Current config:
Perl = Active Perl 5.8.6.811-MSWin32 (for grins)
php = 5.0.3-Win32
net-snmp = 5.2.1-1.win32
rrd = 1.0.49-win32
cacti = cacti-0.8.6c and cactid-0.8.6d
mysql = 4.1.9-win32
IIS = 6.0
2003 server latest patches
What it looks like to me is:
cmd is not running via the scheduled task, which is running every 5 per according to it.
I'm able to poll manually by runing:
c:\php\php-win.exe c:\inetpub\cacti\poller.php at the run cmd.
RRA does not increment unless the above command is run by hand.
So its down to the poller. I'm assuming that because it can run from a prompt that its permissions are good (assuming that is).

Also pings are using a counter instead of a gauge function (or the decimal point is in the wrong place). Ping from cmd is 2 ms.. Cacti show 300 ms.
Any hints on the poller. I've been reading everything on the boards and have avoided a few pitfalls. but now "I've fallen and can't get up"
