cant creat new map in cacti weathermap

hello ,
I recently installed perfsonar with cacti ,then installed weathermap , but i'm having trouble creating a new map ? (in mysql the tables are created ), then i copied the examplemap and wanted to overwrite that map when i started to edit the with adding IP add or stuff it could'nt save . my output folder is root apache , the others are root root . I'm login as root .

If you are using the Weathermap Editor, the config files need to be:

1) readable/writable by the www/apache/www-data user (depends on the OS)
2) readable by the cacti user (who runs the cacti poller)

If it is a permissions problem, usually the editor will say "(read only)" next to the filename. It also requires the filename to end in .conf and that doesn't have a very good error message at the moment.

i changed the permissions manually for those forlders the maps are .conf and after i chaned them 777 just to make sure i doesnt say (read only ).
