Poller.php didn't create .rrd into rra folder

Poller.php didn't create .rrd into rra folder

Hello Sir/Madam,

I have installed Cacti 0.8.8a in windows 7 enterprise and encounter several problems.

1. when installing the patch:
C:\inetpub\wwwroot\cacti>wget http://www.cacti.net/downloads/patches/ ... none.patch
'wget' is not recognized as an internal or external command, operable program or batch file.

2. when login cacti, all images are broken. please see the attached file.

When I run poller.php from command line. There is no .rrd files were created in cacti/rra. There is no cacti.log updates.(cacti.log updates every 5 minutes from the scheduler). IIS_IUSRS has full control to both cacti/log and cacti/rra folders

Poller Debug is selected. Below is the cacti.log
