Question regarding Graph Permissions.

Hi, I've tried to search but it seems nobody faced my situation.
In our company we have deployed cacti Version: 0.8.8b, with PA Version: 3.1.
Currently we started to provide graphs to our customers and faced following strange behaviour:
Regardless what is set in Graph Permissions (By Graph)> Default Policy, the user is able to see the graphs in attached picture.
I always thought that if the Default Policy is set to DENY cacti will ALLOW only items in the list and if the Default Policy is ALLOW it will DENY the items in the list. I've thought that red/blue colour change of item number was informing exactly that behaviour. Is this true? Am i missing something?
