Unable to launch cacti--IIS?

Very new to Cacti and IIS. Trying to setup and having issues with IIS i think. Unable to find cacti_web_root to make the home directory. I think I have done the rest properly, just unable to actually hit the site. Sorry for the ignorance, any help will be appreciated.
