1) after following the steps in http://forums.cacti.net/viewtopic.php?f=3&t=11747 what did you find the problem to be?
2) cacti 0.8.7e is several years behind 0.8.8b is the latest. You might consider upgrading.

edit your php.ini file and set the datetime zone in there. It's currently not set, hence these error messages.

how do i upgrade, I need to upgrade xampp also I am using Xampp-win32-1.7.1

XAMPP is not recommended. Since you didnt follow the installation guide, now you need to follow it to ensure all the various settings for apache, php, mysql are configured to Cacti requirements.
