This is standard network / web server admin stuff...
TCP port 80 needs to be accessible and/or forwarded from the Internet to Intranet.
IIS / Apache needs to be configured for the correct workstation name and/or alternate URLs.

Re: How Access Cacti from another pc of my Network
sorry guys, the first post I said that I could access the cacti from another pc on the internet but can not access from internet (no-ip) and not by the cacti network.
So, I set the port to 8080 in line Listen 8080 in apache, and set up a host on no-ip to access from another network, Cacti PC access with: 'localhost:8080/cacti' and I can normally access the cacti and monitor, from another PC I can not access by typing: 'myhost.no-ip.org:8080/cacti'.
the ports are open, so why can not I access the cacti?
thanks for responses.

I believe you need to configure additional virtualhost names https://httpd.apache.org/docs/2.4/vhosts/examples.html
