First of all, thanks in advance for your help and I do ask for patience as well I am completely new to Cacti, as well as Cisco related products. I do have some experience, but very minimal. Cacti was handed over to me just last week with some training and of course a switch has died earlier this week.
So with that said, let me briefly provide you with the problem and you can ask me questions where you need more information which I will try to provide for you.
Basically what happened is a switch died a few days ago, a backup config was used to restore a new switch with the same config, and the switch is up in running. However, in console -> devices the switch still says down. I can ping it, get onto it through putty, and make changes that get recognized by the backup of router configs.
The image is attached.
Any help would be greatly appreciated.

As per the screenshot, cacti is reporting "SNMP Error".
This means the cacti server can't SNMP poll this device. Either SNMP is not enabled, or a firewall is blocking it.
As this UDP ping works, you can rule out routing as that is clearly OK.
Given your device was just replaced, i'm guessing SNMP config was not added or is not enabled. Check the SNMP community that cacti has and make sure its on the device.
