How can work with cacti?

Hello,
I am a final year student of B.Sc in Telecommunication and Electronic Engineering. I want to do my final year project using cacti server.
How can i do this? What operating system are needed?
I am familiar with windows and Linux platform. Which one is better and easy for me?
Please give me the details information about this.
