I have a question about the process to use for migrate all device on cacti to snmp v3.
My all devices are in snmp v2 and already present in cacti.
are there a good process to migrate all my devices en snmp v3 ?
a plugin , a script , database manipulation ... ?

This process is manyfold.
First, there are many scripts, data queries and templates out there that simply ignore the additional parameters required for using SNMP V3 (to be honest, some are Cacti default stuff - but we're going to fix that and have already fixed most). Please verify that template by template.
Then, there's a mass change utility on the host.php page. You may select many hosts and use the "Change SNMP" action. To be honest, I did not use this for exactly this case yet, so please don't shoot at me if anything fails. If it fails, this qualifies for a bug report
