Baseline Threshold Creation: Missing parameters

I am using RHEL 6, Cacti 8.8a, Thold 4.9.3

In the thold template creation screen, the 'Time Range' parameter entry is missing.
In the thold creation screen, the 'Reference in the past' parameter entry is missing and the 'Time Range' parameter description is the same as the 'Reference in the past' use in the template creation screen.
In both cases, the available choices are '2 hours average, 30 minutes average, 1 day average'. This is appropriate for time range but not reference in the past.

Since you need both a reference in the past and a time range to define a baseline, I don't see how this could work.

I've been looking through this forum as well as a book. Every dialog box on this shows both parameters. Is this a bug?

Better yet, is there a previous version that works? I am currently using 4.9.3
