You sure you entered in your mysql username/password in the cacti config file?

No, I'm talking about cacti\include\config.php

Are all you IIS services running? Is this cacti site the only site configured under IIS? Are you 100% positive you remove PHP5 correctly? Are you running PHP in ISAPI or CGI mode with IIS? Is MySQL running?

Create a new file in your Cacti Website root, and call it phpinfo.php. Once you've done this copy the following code into it;
<?php
// Show all information, defaults to INFO_ALL
phpinfo();
?>
Now access it through you web browser (e.g http://yourdomain.com/cacti/phpinfo.php) and let us know the details.

IIS is a science with PHP. I am a developer and guess which Web Server I use. I'll give you a clue, there are not I's in Team.
