Hi!
I have a fresh install on a Ubuntu 12.10 via apt-get, everything works fine, except the plugins. I tried installing monitor and i can enable it in the user management and see the tab on the top and the settings, but when i click on the tab only a white page appears. Same with Realtime.
Does anyone have an idea?

Please search posts of user paulgevers. He knows the settings of paths for Ubuntu

I'm also having the same issue, slightly different path to getting there though: Just updated Ubuntu from 12.04 -> 12.10 and Cacti from .8.7i to .8.8a - everything works up until the point where I click on the monitor plugin tab, which is blank.
edit: My bad, browser window was sized strangely and I missed all the extra pages... digging back now.
2nd edit: Found the issue, so here was my fix in case anyone else stumbles across this thread:

page, I needed these last 2 symlinks (the first already existed for some reason):
ln -s /usr/share/cacti/site/include /usr/local/share/cacti/include
ln -s /usr/share/cacti/site/lib /usr/local/share/cacti/site/lib
