REPORTIT: user_auth_perms table empty

I'm having problems getting the ReportIt plug to list data items and it seems to be because the user_auth_perms table is empty. Shoud the user_auth_perms table be empty? Everything else in Cacti is working great, my only issues is when I go to "add data items" for the ReportIt plugin.
