I've done a fresh install on an up to date server and I've moved everything over from the old install to the new and I've got some of it working the way I want but I can't seem to find where the Global Notification List is setup. I figure I'm overlooking this and just need a nudge in the right direction.
Setup:
-Ubuntu 12.0.4 LTS (LAMP install)
-Cacti and spine downloaded and setup per website NOT from repositories (wanted most current versions)
-Copied and modified DB, rrd files, and scripts created on the old Ubuntu server w/ repository version of cacti (and what a pain this was )
-Installed settings plugin and thold plugin and discover plugin
Thold sends email when device goes down and comes back up but I can't seem to figure out how to get it to send it to more than one email.

It's a menu on the left side(like where devices and all those are). I think it's called Notification Lists.

I see that and I have created one called Pagers. I don't see one called GLOBAL. Do I need to create it or is it everything in the list?

The main list under threshold settings can take a comma separated address list. I believe that list is the global.

Are we talking about the Dead Host Notification Email list in the Threshold tab of the Settings page?
Is this affected by the Dead Hosts Notifications check box?
Or am I still missing or not in the right area?

ok, I had to chance to look at my server today to verify this.
The Global list referenced in the Devices tab->device area is the list of emails in the Dead Host Notifications Email setting under Settings->Threshold.
If you want to put more than one address here, simply comma separate it. I do this and it works.
If you wish to add more emails to a special list, you can use the Notification Lists setting in the left menu bar(Management->Notification Lists). This is where you can define the lists that will show up in "lists below" setting in the device.
