uptime plugin

Hello,

I have cacti 0.8.8a installed on windows 2003x64 using installer (apache not iis). Most everything I need is working properly except for uptime plugin. I am trying to get alerts for reboot events. When I turn that fetaure on from the settings/manage tab, it keeps giving me false alerts to over and over again. So i thought if i install the uptime plugin .4 it will solve the issue. I finally got uptime installed but with no results. Can anyone please point me to a right direction to get uptime plugin configured properly.
