So I'm trying to add the aggregate plugin. To do that I had to install the PIA on Cacti 0.8.7 on RedHat 6.
I copied all of the PIA files by hand to their location. I manually fixed up pa.sql and applied it, and added myself to the plugin management realm.
I can get to /cacti/plugin.php and I get a very nice screen, but no plugins, even though the aggregate plugin is in /cacti/plugins.
I had to do was change the name. I couldn't untar plugin.aggregat-xxxx.tar so I changed it to aggregate-xxx. Then I changed ownership to apache:apache and made the php files executable.
The table plugin_config remains empty. Any hints as to where I should look to find the problem?

I fear that debugging this will take more time compared to installing Cacti 088a, which brings PIA without manual interaction

That sounds fishy right there. You shouldn't have to fix anything in that file before importing.I manually fixed up pa.sql and applied it
no plugin folders when extracted should have their version number in the name, it should just be "aggregate"so I changed it to aggregate-xxx
