In my experience snmpwalk might complain about the mibs not being there but it won't stop it from working. It just won't tell you the friendly name of the OIDs...it'll give you the numbers only.

The more interesting piece of the output is the last line:

Timeout: No Response from 192.61.251.39

There's some issue with reaching those devices. I suspect firewall perhaps?
What type of device is this?
What Operating system?
How many NICs does it have?
If you login to the device locally, can you do an snmpwalk on it locally?

The key here is troubleshooting why you are timing out on the snmp commands. That's exactly what Cacti is showing you in the graphs with the gaps, and the log file you showed earlier.

I bet if you tried that snmpwalk command over and over again, at some point it would go through.... and the rest of the time it times out.

Other possibilities: asynchronous routes, low priority in qos for SNMP packets, improper SNMP configuration on the endpoint device...
