Does the latest version of cacti support the 2008 r2 gui os? I need to transfer application to a new server for lifecycle replacement.

As we do NOT use OS depending visualization but browser and cross-plattform PHP, this all should do no harm as long as you manage to setup all requirements on that very new server

Yes, Cacti works on windows 2008 R2.
