Well looking through that log file, I do see cacti updating it:

Are there any errors in the Windows application/system log per chance related to iis, php, rrdtool, mysql?

If you take the broken 'rrdtool.exe graph' command (format it for all one line) and then manually run it at the command prompt, does it create a valid png image?
