Installed from the most recent all in one package on a fresh install of Windows XP.
Everything seems to be functioning except for the creation of the .rrd files in the Apache directory. I have added one device, created graphs and see the graph links in all views, but I get broken images instead of graphs.
The poller is running without errors. At first it was set to run as the Admin user and I just recently changed it to the System user with no effect.

Looking in C:\Apache2\htdocs\cacti\rra\3\ I see nothing. As a test I created an empty text file just to be sure I had permissions to do so.
Note: I just added a new device and created three graphs for that device. In the scheme of things it is device "4". So I see now that a new directory was created ... "C:\Apache2\htdocs\cacti\rra\4" but no .rrd files created within.
Not sure how to proceed from here.

Look through your cacti.log. Is it executing 'rdtool.exe create' and 'rrdtool.exe update' commands on EVERY polling cycle? If so, this is a sign of incorrect NTFS permissions for the C:\Apache2\htdocs\cacti\rra\ folder/subfolders. double-check they're correctly configured per the Windows install instructions (http://docs.cacti.net/).
Look through your cacti.log. Is it executing 'rdtool.exe create' and 'rrdtool.exe update' commands on EVERY polling cycle? Thanks for the reply. I think it was a permissions issue. I tinkered with the scheduled task user and that likely messed things up.
I've since wiped the whole build, installed IIS and then reinstalled the entire package and now have graphs.
Unfortunately I had some time issues as well and so am waiting to see if I start to get data with the correct time stamps.

Success. Started from scratch one last time. Made sure that the poller task was set to run as the proper user and now things are working very well. Again, this is after a switch to IIS, but I'm sure that has little to do with it.
