Syslog doesn't load

I installed PIA 2.9 and then removed the previous version of syslog plugin and installed 1.22. I Installed it, then went though the Install page and started the plugin but it doesn't show at the top.

There is nothing I can see in the error logs, any one have any susgestions?

Did you go to Console --> User Management --> Realm Permissions and make sure the boxes are checked for the syslog options?
