Is there any way to increase the Ping frequency to 1 minute?

Ok, perhaps I misunderstood. Do you want to extend the timeout to 1 minute or do you want to execute the ping evey minute?

You only are able to change frequency of "things" by changing the poller interval. This is the only regular action that is started by Cacti.
