503 Error when accessing cacti install on server 2008

Recently tried to install cacti with the windows installer on my server 2008 box. Installer completed fine, but I cant actually see anything still. Currently, I get an HTTP error 503: service unavailable message. Suggestions?

edit:
been doing some more reading. Looks like PHP isnt configured correctly for starters. Got all that sorted out other than I dont see a II_WPG user to add modify rights to. I also dont see a \php\sessions folder, just sessionsdata. Im guessing thats pretty much the same thing?

Per http://docs.cacti.net/manual:087:1_inst ... e_security, on 2008 it's the IIS_USRS group instead of IIS_WPG.

Does a simple phpinfo() page work?

\php\sessions vs \php\sessiondata - the path doesn't really matter. Whatever is defined in php.ini for user's session data/cookies, need to have permissions appropriately configured.

well at this point Ive determined that something isnt configured right with PHP. When I try and access an info page I created, my browser prompts me to download the file and not to load as a page. Followed the guide thats referenced for IIS 7.0 thats posted http://www.iis.net/fastcgi/configuration.
