title says it all mostly.
when not signed in but viewing restricted graph treee ( for guest user)
and then signing in as admin, and back to viewing graphs, the permissions of guest accoutn stick over the permissionf of the admin and the restricted graph tree is in use.
fix is to close browser, log in as admin directly and then u get the proper permissions.
this bug sucks for admins

i direct guests directly to cacti/graph_view.php, to avoid logins
Guests have limited view of the graph trees.
When i want to view the complete tree, i log in and then my permisions are applied, but not if i browsed to graph_view.php without loging in first.
( so no logout)
if i close my browser and log in directly as admin or my user the permissions are displayed correctly.

Um, I will investigate, I think this is related to the graph tree being stored in the session. This was done to reduce the queries to the database. It has been on my task list for about a month now to review how it works and make improvements. It's now moved up in priority.
