Enable these options:

And search the lines containing "THOLD:" in cacti.log.

Conversely, what do you see in the log when thold worked?

For example, if triggered, following lines recorded in cacti.log:
06/28/2011 04:31:53 PM - THOLD: Threshold Breached ID: 2 DataTemplate: XXXXXXXX DataSource: xxxx Type: High/Low Enabled: on Current: 3 High: 2 Low: Trigger: 5 Minutes SentTo:

Yes
When thold work triggered is displayed in thold tab and in cacti log.But when thold dont work no stat or triggered log is in cacti log and last triggered threshold remain in thold tab that low value is updated but low vlue is less than high value.

Then, please post your threshold settings.
Especially,
- "Breach Duration"
- "Re-Alert Cycle"
- "Default Alerting Options" (in Settings -> Thresholds)

Though I'm not confident, try:
Breach Duration = 5 Minutes

If still problem occurred.. sorry, I have no idea any more now.
