I've recently installed cacti and configed it up as prescribed in the installation manual.
I can add a device fine and have it return some snmp values. However it doesn't seem to find any interfaces. I've included a result of a recent device addition. You can see that when it went to grab the interface index values it didn't find anything, but it did find other oid indexes. Any help would be much appreciated.

figured it out
Sorry for the trouble. I was putting the environement variables mibdirs and phprc in the path instead of declaring new one's. Everything works now.. surprise.

P.S. You should update the html installation docs with mibdirs variable. Right now it says mibsdir.
