[solved] No descriptions on graphs

Hello,

after days of annoying online search and a couple of reinstalling, I finally try to find a solution by asking on this board.
Hopefully you can help me! : )

To begin with, here is an overview of my system:
Operating System: Win 2k8 R2 Standard
Webserver: IIS 7
Cacti: 0.8.7g
Spine: Not implemented
MySQL: Server 5.5
PHP: 5.2.17 (third version I tried)
RRDTool (Cygwin or Win32 version): 1.2.3 w32
Net-SNMP: 5.6.1 (but also not implemented)
Cygwin (cygwin1.dll version): nope
Plugin Architecture: ???

I think I finally found a running config. But after solving all problems, I still don't have descriptions on my graphs (which are working fine).
I found in a FAQ that I should replace some .dlls of the php folder.
Unfortunately I crashed the whole php...
After reinstalling (again and again and again...) I still don't have any graph descriptions.

There are 2 images attached.
The first one shows how it should be (it is from another server, where everything is running fine...) and the second one shows my problem.

So guys, I hope you can help me.
I really need to finish this project, because my customers are waiting for it to complete..
