At first glance, the error message do not appear to be a problem. I could be that you do not have Cygwin installed. You should install Cygwin version 1.5.12 if you haven't already.
ERROR: Not enough arguments
Is an error with one of your scripts. You should run 1 pass in debug and find which script is causing it.
No log handling enabled - turning on stderr logging
NOTIFICATION-LOG-MIB: Module not found
NET-SNMP-AGENT-MIB: Module not found
You appear to be having a problem handling Net-SNMP errors including a MIB file. Does that file exist in your MIB's file location?

If this is not the case, let me know.

Put them in c:\php\mibs as well.
