How to patch a plugin ?

I am having the same issue with nectar not showing up under the Utilities menu. I went ahead and updated to PIA 2.9, and reinstalled nectar .30, but it still does not show up. The tab on top is there, and it appears to be functioning correctly, but I still don't see it under Utilities.
Cacti: 0.8.7g RRDTool: 1.2.23 Weathermap: 0.97a
OS: CentOS 4.8

Later version of nectar does not appear under Utilities menu.
