Plugins Missing

I was running 0.8.7d on windows until today.

I upgraded to 0.8.7g and copied over all my RRD's

Cacti works fine but plugins not displaying at all.

I tried to extract the files in cacti-plugin-0.8.7g-PA-v2.9.tar.gz into my cacti install but when I do, it breaks the web interface and the web interface does not render correctly.

so my question is how do I get plugins working correctly on a 0.8.7g windows install?

If you see like this,

you should edit
$url_path = "/"; (not $config['url_path'])
in 'include/config.php' for your site.

Now I am having an issue trying to access http://sitename/plugins.php

It just gives me an access denied. Any ideas?
