Host Up/Down Notifications to selected users

Hi all-
So the Thold plugin is great, but there's one thing missing. The thold plugin let's me select who gets the emails for each threshold, I'd like to have the same functionality available for its up/down host detection/alerting. Anyone know if there is a way to do this? Or am I going to be stuck hacking around in the code to make it work for me?

The Manage plugin can do this.

Where can I find the manage plugin? I don't see it on cacti.net or cactiusers.org.
