You need to goto "Settings->Paths" and verify that your "Paths" actually contain full path and filename information. For example RRDTool should be "c:\rrdtool\rrdtool.exe"

Also, if you have PHP in SafeMode, it will not poll properly.

Looks like he's on a unix box, so he should do a 'which rrdtool' and use the result in his config.
