Need 95th percentile with NO scaling of graphs

I am using CactiEZ and I have created graphs for all of my Cisco switch backbones and wireless access point feeds.
I chose 95th percentile template for all of them. Some show the red line some dont. Some show the graphs scaled down, some dont.

I want graphs with the red line showing the entire scale. I dont want it to resize ever. If the data is not enough to show on the scale that is fine.

I only use this to see if we are getting close to the maximum threshold.

I created a static template for each bandwidth type I have and disabled the auto scale option then set the appropriate minimum and maximum settings for the graphs. The 95th never works reliably so I removed it but I do have static graphs now.
