Plugin for billing traffic

I create a cacti plugin for billing the traffic, in the future we add the bandwidth billing. You can see the plugin working in a youtube video

I have the feeling that I know most of your libraries. *lol*
To be honest I have the bad feeling that this could possibly be calculated by ReportIt too,
but I haven't tried it.

However, a nice and small plugin. Keep it up!

Now we use the "nth_percentile" and "bandwidth_summation" functions of cacti, the code is small and more easy to understand.

Now you can bill for 95th percentile !!!!!!!
