===================================

it showes I can connect to my mysql server.
but I confirm there is some grant for user.

mysql> show grants for tt@"localhost";

GRANT ALL PRIVILEGES ON `cacti`.* TO 'tt'@'localhost'

there is my config about /www/cacti/include/config.php

$database_type = "mysql";
$database_default = "cacti";
$database_hostname = "localhost";
$database_username = "tt";
$database_password = "123";
$database_port = "3306";

and I can use snmp connect to others server.

This is a mysql authentication issue. You may want to use "127.0.0.1" instead of "localhost".
