No graph on windows XP

Dear All,

Installed in the following machines:

Operating System: windows xp sp3
Webserver: iis v5.1
Cacti: 8.7e
Spine: 2.1
MySQL:5.0
PHP:3.01
RRDTool (Cygwin or Win32 version):1.2.30
Net-SNMP:net-snmp-5.5-1.x86.exe
Cygwin (cygwin1.dll version):1.5.25-cr-0x5f1
Plugin Architecture: 2.5

Actually, i just use the execute file download 'Cacti-0.8.7e_1.94.exe' for the installation on a vmware xp, but after installation there is no graph at all.

The debug errors are:


C:/rrdtool/rrdtool.exe graph - \
--imgformat=PNG \
.
.
.

RRDTool Says:

ERROR: opening 'C:/Inetpub/wwwroot/cacti/rra/4/10.rrd': No such file or directory

But I have already allow 'everyone' all permission in the following item:

1) rrdtool
2) php
3) snmp-net
4) inetpub
5) spine

There is created 'C:\Inetpub\wwwroot\cacti\rra\4' folder, but none files here.

My schedule task user is the local administrator, and there is no the following users in the XP computer management.

IIS_USER
IIS_SERVICE
-------------------------------------------------------------------

The attached is the cacti.log.

Although there are quite many others asked about this topic, but i tried and can't help and i am quite new to cacti, please help.
